Black Crown Construction replaces residential roofs across the Tulsa metro and Oklahoma City, in asphalt shingles or metal. Replacement makes sense when wear or damage is spread across the roof, when the decking underneath is soft, or when the roof already has more than one layer. A single failed part can usually be repaired instead.
When does a roof need replacing?
Look for problems that are spread out rather than in one spot:
- Shingles that are curled, cracked or bare across most of the roof
- Decking that looks soft, sagging or water-stained from the attic
- Leaks in several rooms, or leaks that return after repairs
- Two or more layers of roofing already on the house
A roofer who recommends replacement should be able to show you which of these applies, with photos.
What changed in Oklahoma's code in 2026?
Oklahoma made the 2024 International Residential Code, as amended, its statewide minimum residential code effective September 14, 2026. Under section R908.4, as the state's code changes summary lists it, a roof re-cover is not permitted when:
- The existing roof is water-soaked or has deteriorated to the point that it is not an adequate base.
- The existing covering is slate, clay, cement or asbestos-cement tile.
- The roof already has two or more applications of any roof covering.
- The roof has one or more applications of asphalt shingles and the new layer would also be asphalt shingles.
In practice, a new asphalt shingle roof over an existing shingle roof now means tearing the old shingles off first. The adopted rule also calls for a 36-inch ice barrier in valleys and at changes in roof pitch, and drip edge at eaves and rakes.
Do you need a permit?
Oklahoma City has required a re-roofing permit since August 1, 2025; the fee is $94.50. The city's re-roofing checklist asks for photos of the roof before tear-off, after decking and flashing, and when finished. In Tulsa and the surrounding suburbs, permit rules vary by city, so confirm with your city's permit office before work starts.
What does a replacement involve?
A typical residential replacement includes:
- Tearing the old roofing down to the deck
- Replacing any soft or damaged decking found once the deck is exposed
- Underlayment, ice barrier in valleys and drip edge at the edges
- New flashing and pipe boots at walls, chimneys, vents and other penetrations
- The new shingles or metal panels, then cleanup and any city inspection
When you compare written estimates, check the number of layers each roofer plans to remove, how decking repair is priced, which flashing and vents are replaced, and who pulls the permit.
Choosing materials for Oklahoma hail
Not all impact-resistant shingles perform the same. IBHS publishes hail ratings for shingles, and its FORTIFIED Roof program asks for shingles rated Good or Excellent on those ratings and for metal panels rated UL 2218 Class 4. IBHS lab research on small hail found that hail under 1 inch knocks protective granules off asphalt shingles and speeds their aging. If you are weighing metal, see metal roofing.
